Google's methods
Google's verification methods are a phone call or text, an email, a live video call, a video recording and a postcard, and Google decides which of them a profile can use.
Google calls or texts a code to the business phone number. Google says Interactive Voice Response systems won't get the code, so someone must answer the call or read the text.
Google sends the steps to the email address shown in the verification screen, and you follow them. Google asks you to make sure you can use that address.
A Google support representative joins a video call. Google says live video calls are only available within the business hours of your location, and asks you to show your location, your business or equipment, and proof you manage the business.
You record a video that shows the business and upload it from a mobile device. Google says it must be an unedited, unique, and complete recording with no breaks, at least 30 seconds long, and that pre-recorded videos aren't allowed.
Google mails a code to the business address. Google says most codes arrive within 14 days and verification codes expire after 30 days, and asks you not to edit the name, address, or category while you wait.
After the step, Google reviews the information. Google says verification reviews take up to 5 business days, and on rare occasions longer, and that a confirmation email follows when the business is verified.

Cost
Google Business Profile verification costs nothing in fees from Google, so the price of the service is the price of the work: $599 for one profile, charged only once Google verifies it.
Google says you can add or claim your business at no charge, and its third-party policies require a company that charges a management fee to tell its customers, in writing before it manages the profile, that Business Profile is a service provided at no extra cost. GBPcentral says it here and in its Managed Services Agreement.
You save a card when you order, and nothing is charged then. The fee is charged to that card once Google verifies the profile, and if Google does not, nothing is charged. Every order is reviewed within 2 business days, and you can cancel with nothing charged until your request goes to Google.

Who it is for
The GBP verification service is for a business that serves customers in person and whose profile is not verified, or keeps failing verification.
Google's guidelines say a business that either has a physical location that customers can visit, or travels to customers where they are, can create a Business Profile. Google says a business that operates online only isn't eligible for a Business Profile and can't be verified, so the order form asks about that first.

Google asks businesses to try the verification options available to them first, and to contact Google Business Profile support if they still can't verify. For video verification, Google says its support team is available to help once the available methods have been tried.
If a postcard is on its way, Google says not to edit your business name, address, or category, or the code it sent you won't work, and not to request a new code, which invalidates the code in the mail. That is why this service sets the profile details before the request is made.
